“Average speed” is the speed calculated over an entire section between two control points. The average-speed section control system measures the time taken to travel through the section and automatically determines whether the driver has exceeded the maximum permitted speed. The offence is detected without human intervention and penalised under the Road Traffic Act.
How is the offence determined?
- Camera 1 records entry into the section.
- Camera 2 records the exit.
- The system calculates the average speed:
Average speed = Section length / Travel time
If the average speed exceeds the permitted limit, an electronic penalty notice is issued.
Location of the offence
For section control, the location of an average-speed offence is deemed to be the end point of the monitored road section in which the offence was detected.
Competent court – Article 189(8) of the Road Traffic Act
Where the road section in which average speeding was detected falls within several administrative regions, the competent court is the court whose territorial jurisdiction includes the end point of the monitored road section.
